It’s kind of hard to see but these are supposed to be tiny little wire steel drum Caribbean (West Indian) Musicians.  Brooklyn has a large population of Caribbean peoples. Every September around Labor Day the West Indian Day Parade is held along Eastern Parkway in Brooklyn.
